13 Go and learn what this means: I desire mercy [that is, readiness to help those in trouble] and not sacrifice and sacrificial victims. For I came not to call and invite [to repentance] the righteous (those who are upright and in right standing with God), but sinners (the erring ones and all those not free from sin). [Hosea 6:6.] AMP
Mark 1:4 4 John the Baptist appeared in the wilderness (desert), preaching a baptism [obligating] repentance ( a change of one's mind for the better, heartily amending one's ways, with abhorrence of his past sins) in order to obtain forgiveness of and release from sins. AMP
Mark 2:17 17 And when Jesus heard it, He said to them, Those who are strong and well have no need of a physician, but those who are weak and sick; I came not to call the righteous ones to repentance, but sinners (the erring ones and all those not free from sin). AMP

2 Peter 3:9 9 The Lord does not delay and is not tardy or slow about what He promises, according to some people's conception of slowness, but He is long-suffering (extraordinarily patient) toward you, not desiring that any should perish, but that all should turn to repentance. AMP
